CHAPTER 1
Change name of Chapter 1 from "Democracy" to "Grassroots Democracy."
Combine "Domestic Security" section from Chapter 1, "Religious Freedom and Secular Equality" from Chapter 2 and "War on Terrorism" from Chapter 2 into a new section called "Civil Liberties" in Chapter 1.
