GPCA Budget FY2011-2012 Budget Approval Resolutions

1) Authorize a no bid written contract with CAVoterConnect for the Voter Registration File data base software at $1,800 in Tier I ($150/month) for the entire FY2011-2012, to correspond with expenses authorized in the Campaigns & Candidates Working Group Expenses section of the FY2011-2012 budget.


2) Authorize a no bid written contract with Godmoma Forge, LLC for Server Hosting for the GPCA web site for $660 ($55/month) in Tier I for the entire FY2011-2012, to correspond with expenses authorized in the IT Group Expenses section of the FY2011-2012 budget.


3) Authorize a no bid written contract with Green Internet Society for Server Backup Service for the GPCA web site for $240 ($20/month) in Tier I for the entire FY2011-2012, to correspond with expenses authorized in the IT Group Expenses section of the FY2011-2012 budget.


4) Authorize a no bid written contract with independent contractor Information in the Public Interest (Cres Vellucci, Strategic Public Relations Consultant) to perform the services of Press Secretary at $3,600 ($300/month) in Tier I for the entire FY2011-2012, to correspond with expenses authorized in the Media Committee section of the FY2011-2012 budget. Such services shall be explicitly stated in the written contract and shall include working in conjunction with the Media Committee to write and disseminate news releases statewide and coordinate media for GPCA; to script and produce content for the Visibility Campaign; and to maintain and update a Green media contact data base available to GPCA county Green organizations according to policies approved by the Media Committee; and


5) Authorize a no bid written contract with independent contractor Information in the Public Interest (Cres Vellucci, Strategic Public Relations Consultant) to perform the services of Layout and Managing Editor of Green Focus at $300 in Tier II for the entire FY2011-2012, to correspond with expenses authorized in the Grassroots Organizing Working Group section of the FY2011-2012 budget. Such services shall be explicitly stated in the written contract and shall include designing and layout out a hard copy and .pdf version of Green Focus and working with GPCA volunteers to post an .html version to the GPCA web site with links to individual articles.


6) Authorize a no bid written contract with independent contractor Marnie Glickman to perform Voter Registration File data base work ($400) and Volunteer recruitment and coordination ($400) in Tier I during the months of May, June and July 2011, to correspond with expenses authorized in the Campaigns & Candidates Working Group Expenses section of the FY2011-2012 budget.

8) Affirm that no positions contained in the FY2011-2012 Budget are either full time or part time employees as defined in the GPCA Personnel Policy (http://www.cagreens.org/cc/internal/PersonnelPolicy.pdf).


9) Authorize a second signature on the GPCA checking account and that for FY2011-2012 that shall be by Barry Hermanson in his role as Coordinating Committee Co-Coordinator and Coordinating Committee Liaison to the Finance Committee.


10) Approve the following "Prioritization of Expenditures" for FY2011-2012 and direct the Finance Committee and the Bylaws Committee to return with a draft amendment to the next General Assembly to incorporate this prioritization in a formal GPCA Fiscal Policy.

"When drawing from the General Operating Account, the GPCA shall satisfy its legal and contractual obligations first, and shall prioritize its operating expenditures in the following order:

1 Staff payroll, payroll taxes, and benefits;

2 Office rent and utilities;

3 Server Hosting, Server Backup, State phone, State Post Office box;

4 Independent contractors;

5 Vendors that are indispensable to operations;

6 Expenditures with a reasonable expectation of a return on investment in a short period of time; and

7 Other budgeted expenditures.


11) Approve the following "GPCA Donors' Bill of Rights" for FY2011-2012 and direct the Finance Committee and the Bylaws Committee to return with a draft amendment to the next General Assembly to incorporate this prioritization in a formal GPCA Fiscal Policy.

GPCA Donors' Bill of Rights

Donors to the GPCA shall have the right to:

1 Be informed of the GPCA purpose, of the way the Party intends to use donated resources, and of its capacity to use such donations effectively for their intended purposes;

2 Expect the GPCA will use exercise prudent judgment in its stewardship responsibilities;

3 Expect that relationships with individuals representing the GPCA to the donor will be professional in nature and that information about their donation is handled with respect and confidentiality to the extent provided by the law;

4 Be assured that donations will be used for the purposes for which they were given. If the GPCA cannot comply with donor intentions, nor negotiate for a different purpose, the gift shall be returned to the donor;

5 Be informed whether those seeking donations are volunteers, employees of GPCA or independent contractors;

6 Feel free to ask questions when making a donation and to receive prompt, truthful, and forthright answers.


11) Except as otherwise provided for in the income and expenses narratives, funds budgeted for Committees and Working Groups that did not submit a FY2011-2012 work plan will be held until that Committee or Working Group submits a work plan to the Coordinating Committee that covers the use of said funds. The work plan shall also includes a record of when and how the work plan was approved. In FY2011-2012 this includes the Bylaws Committee, Clearinghouse Committee, International Protocol Committee, Electoral Reform Working Group, Grassroots Organizing Working Group and Green Issues Working Group.
