GPCA Bylaws Revision Spring 2012 Article 3 Membership

Background: The proposed text takes the existing 3-1.2 Membership sub-section of the GPCA Bylaws and makes it its own article. In addition to rephrasing for better clarity, the primary change is to change text from

"County organizations may extend membership to persons not eligible to register to vote in California who meet specific criteria, including affirmation of the 10 Key Values"

to

"County Organizations may also extend GPCA membership to county residents who are not otherwise eligible to register to vote in California, but who affirm in writing the Ten Key Values and the GPCA's purpose, and meet other criteria established by the GPCA and/or the county organization. For such membership to be valid, the County Organization must forward minutes to the Coordinating Committee of the meeting at which such membership was extended."

The changes here are (1) to clarify that an affirmation need be in writing; (2)that affirmation should include the GPCA's purpose (which was not yet established in the bylaws when the existing 3-1.2 was written) and (3) when a county Green Party extends membership in this manner, they would notify the Coordinating Committee in writing.



Proposal: That the following text be adopted

Article 3. Membership

Section 3-1 Members

GPCA members are those who are legally registered to vote in California as members of the Green Party. County Organizations may also extend GPCA membership to county residents who are not otherwise eligible to register to vote in California, but who affirm in writing the Ten Key Values and the GPCA's purpose, and meet other criteria established by the GPCA and/or the county organization. For such membership to be valid within the parameters defined in these bylaws, the County Organization must forward minutes to the Coordinating Committee of the meeting at which such membership was extended.

Section 3-2 Decision-Making

Only GPCA members may vote for or serve as General Assembly delegates, or members of GPCA Standing Committees or Working Groups. Only registered Green Party members may serve as members of the Coordinating Committee, Treasurer and/or Liaison to the Secretary of State. Only GPCA members may hold outstanding concerns or vote in party decision-making.

3-1.2 Membership

Only members may vote for or serve as party office-holders or General Assembly delegates, or hold outstanding concerns or vote in party decision-making.

The party office-holders of Coordinating Committee representative, Treasurer, and Liaison to the Secretary of State must be registered to vote in the Green Party.
